You could make an argument for a reduced fee on the second system which acknowledges that you've bought a license from Zen for the content but it is reasonable to pay the host for managing the shop: but its not 'lazy' on Zen's part if it's not possible to negotiate those terms with all the providers. What you're asking is to be able to buy the game on one platform and somehow convince the other platform to cover the costs of hosting the content even though they don't get a cut.

The running cost for providing this service is why Steam + Nintendo take a cut of the sale price for the license. This includes running servers and dedicated storage space for the games and paying for the bandwidth to deliver the data when you want to download your games. Steam and Nintendo must host the content. I didnt like having to get up to configure the PC application as some games Id need to drop the settings to get smoother images, etc.
